EQPR -European Qualifications Passport for Refugees

On 15 March, 2023 Georgia joined the European Qualifications Passport for Refugees, becoming the 22nd partner country to promote the EQPR, as a practical tool for better and faster integration of refugees in their new societies.

The European Qualifications Passport for Refugees is a standardized document issued in a project carried out by the Council of Europe and partners and consists of two parts – the assessment part and the explanatory part.

EQPR European Qualifications Passport for Refugees developed in 2017 to help member states address the challenges brought by the refugee crisis, which helps refugees to rebuild their lives in their host countries by giving them the opportunity to have their qualifications assessed even in cases of insufficient or lacking documentation.

The document does not constitute a formal recognition act, it presents available information on the applicant’s educational level, work experience and language proficiency. The evaluation methodology is a combination of an assessment of available documentation and the use of a structured interview. Thus, the document provides credible information that can be relevant in connection with applications for employment, internships, qualification courses and admission to studies.

In this way, the EQPR supports the implementation of the Article VII of the Council of Europe/UNESCO Lisbon Recognition Convention facilitating the recognition of refugees’ qualifications even in the absence of full documentation.
