Vocational Education Quality Assurance

  • Through vocational training program prepares a person to perform individual tasks and obligations related to the profession. And vocational retraining program aims at acquiring and / or developing competencies in the same field for implementation of professional activities.

  • Learning outcomes envisioned by the vocational training/vocational re-training programs may conform to the 2nd / 3rd / 4th / 5th levels of the National Qualifications Framework;

  • Vocational training and vocational re-training programs can be implemented by any legal entity.

  • Regarding the authorization of a vocational education institution the decision is made by the Authorization Council of Vocational Education Institutions; Also, the Authorization Council of Vocational Education Institutions makes a decision on granting authorization for implementation of vocational education programs by the higher and general education institutions. 

  • Composition of Authorization Council:

    Nana Kuphunia- Human Resources Management and Organizational Development Project Manager of Tbilcement Group, Ltd - Chairman of the Council;
    Shorena Japaridze- Vocational education expert- Deputy Chairman of the Council;
    Mariam Chagelishvili- Expert of the German Society for International Cooperation (GIZ) program "Private Sector Development and Vocational Education in the South Caucasus" 
    Nino Veltauri- Director of the LEPL State Employment Support Agency;
    Giorgi Khishtovani- Director of research direction of NNLP PMC Research Center 
    Dea Abuladze- Program development coordinator of sub-program "Youth activities development support" under "Youth activities support program" of the LEPL Youth Agency Program Management Department.
    Mariam Kuchuloria- Deputy General Director of NNLP European Business Association; 
    Sergo Nozadze- President of Human Resources Management Professional Association;
    Rusudan Gigashvili- Chair of NNLP Agro Duo
    Nino Kakulia- Chief Manager of relations with investors at "Enterprise Georgia", LEPL;

  • An Authorization Council of the vocational education institutions is composed of 13 members.

  • The duration of the program, which integrates the learning outcomes of the secondary level of general education, is not less than 3 years.

  • Authorization standards for vocational educational institutions refer to:
    a) Mission and strategic development of a College;
    b) Educational programmes;
    c) Vocational students and their support services;
    d) Human resources;
    E) Material, information and financial resources.

  • The entire threshold number of vocational students for educational institutions implementing vocational education programs is no longer defined. According to the decision of the Council, each program has a number of relevant professional students, which is based on the methodology of determining the number of professional students by the educational institution.

    An educational institution that considers to increase the marginal number of vocational student seats on a vocational education program, shall pay a fee that comprises:

    a) GEL 2,229.00 without a need for a business trip, for each program to increase the number of seats for professional students by a vocational education institution; and 3 272.00 GEL in case of need for a business trip;   

     b) GEL 2,570.00 without a need for a business trip, for each program to increase the number of seats for professional students by a higher education institution; and 4 122.00 GEL in case of need for a business trip; 

    c) The fee for increasing the number of vocational student seats by a general education institution for each program is 2,502.00 GEL without the need for a business trip and 4,054.00 GEL in case of a need for a business trip.


     

  • The authorized educational institution may submit a relevant application to the Center at any time regarding the change of the vocational education program, the number of professional students or the change of the address / space of the implementation of the vocational education program.
     

  •  The duration of the vocational training / vocational retraining procedure is 60 working days.

  • The duration of the vocational training / vocational retraining procedure is 30 working days.

  • The fee for registration is 175 GEL.

  • No, it is not possible. The training / retraining program must be based on one specific authorized program upon registration.

  • The fee for obtaining the right is 815 GEL.

  • The aim of the integration is to provide full general education to persons with basic general education in parallel with the study of the profession and to award the qualification, relevant to the 4th level of National Qualifications Framework, which ends with the issuance of a diploma equivalent to a general education certificate. Integration takes place only in 4th level vocational education programs.  With this diploma, a person has the opportunity to continue his / her studies in higher education institutions in accordance with the rules established by law.

  • Vocational education institution pays the authorization fee, the amount of which is calculated according to the volume of the work of the experts’ panel ‐ man/number of days (minimum 6 and maximum 34 man/day). The number of man/days shall be determined by the number of vocational education programs. One and the same program, to be implemented by one legal entity in different municipalities or in different languages, for the purposes of fee determination, shall be considered as independent programs.

  •  The general education institution has the right to implement third and fourth level vocational education programs, if it is able to meet the relevant authorization standards.

  • Members of the Authorization Council of Vocational Education Institutions are selected for a term of 2 years.

  • Authority of the member of the Authorization Council may be terminated before the expiration of the term of office by the initiative of the Prime Minister of Georgia or:

    a) On the basis of a personal statement;
    b) Upon the entry into legal force of a guilty verdict rendered by a court against him/her;
    c) In case of recognition as disabled or support recipient, unless otherwise provided by the Court's decision;
    d) Regular absence from sessions, if this hinders activities of the Council;
    e) In case of violation of the rules and principles of the Authorization Council of Vocational Education Institutions;
    f) Upon recommendation by the Ministry.
     

  • A list of authorized educational institutions implementing vocational education programs is available under the heading "Quality Assurance in Vocational Education".

  • Three standards are defined by the Resolution №131 of the Government of Georgia of March 15, 2019 to obtain the right to implement a vocational training program and a vocational re-training program. 
    a) Vocational Training and Vocational Retraining Programs;
    b) Resources required for the implementation of the Vocational Training and Vocational Retraining Programs;
    c) Administration of Vocational Training and Vocational Retraining Programs;

  • The above processes are completed within 90 days.
