In the course of accreditation, the Experts Panel establishes compliance of the professional development program of professional public officials' with the following standards:
a) Program content;
b) Resources related to the implementation of the program.
The standard of program content includes the following components:
a) The program has been developed and approved according to the methodology of planning, development, and improvement existing in the institution;
b) Developing/improving the program is a participatory process in which the involvement of stakeholders ensured;
c) The institution provides publicity and availability of information on the methodology of program and learning outcomes assessment;
d) The program structure is consistent and logical; The structure and components of the program ensures the achievement of learning outcomes;
e) The program components are related to the acquiring of relevant competencies defined by the resolution;
f) The program duration in compliance with the requirements defined by the resolution;
g) The program training material and implementation plan ensure the achievement of the program learning outcomes:
g.a) the program training material according to the program learning outcomes is consistent with the topical achievements of the corresponding direction/field;
g.b) The program Implementation Plan contains information on targeted group(s), hourly distribution, teaching and evaluation methods of course topics, resources necessary for the implementation of the program;
h) The program considers its assessment by the participants and the feedback used for the improvement and development of the program;
i) The program learning outcomes appraising process includes defining, collecting and analyzing the required data for measuring learning outcomes:
i.a) Appraisal of learning outcomes carried out consistently and transparent according to the preliminary appraisal plan;
i.b) The program envisages adequate assessment forms and methods that allow defining the achievement of the learning outcomes by the participant;
i.c) The learning outcomes assessment analysis used for the program improvement that means modifying the program content and/or learning outcomes and/or assessment system if needed;
j) The program envisages the issuance of a certificate verifying the completion of the program based on the attendance index not less than 80% (according to contact hours) and results of the evaluation, envisaged by the program assessment methods, confirming the successful completion of the program.
The standard of resources related to the program implementation includes the following components:
a) Training carried out by a person/persons with a relevant qualification (hereinafter - the Trainer):
a.a) The Trainer has corresponded to the training component: 1) Academic higher education or equivalent, or at least 3 years of working practice in the relevant field; and 2) Trainer's practice for the last 3 years;
a.b) The contract or the document asserting the preliminary agreement is signed with the Trainer;
a.c) The Trainer does not have a conflict of interests, in particular, the Trainer may not be a person whose official duties can have a direct impact on the fair and impersonal implementation of the accreditation process;
b) Resources related to the implementation of the program distributed optimally:
b.a) if the program implemented according to subparagraph "b", paragraph 4, Article 5 of the resolution, the number of participants in one stream does not exceed 20 people;
b.b) The workload of the participant does not exceed 4 contact hours during the working day if the participant performs duties on the same day, and if the participant dismissed from work duties or loading is provided for non-working days - 6 contact hours;
c) The institution can demonstrate material-technical, financial and administrative resources necessary for the implementation of the activities (planning, implementation, and evaluation) of the program:
c.a) there is a required material-technical resource that ensures the quantitative and qualitative performance of the program objectives and learning outcomes;
c.b) The program budget developed, which is realistic and measurable; Allocation of financial resources is economically achievable and compatible with program needs;
c.c) Duties of the administrative staff are relevant to the goals and needs set out in the program;
c.d) Resources for persons with special needs are available and applicable;
c) There is an area required to ensure the full implementation of the activities provided by the program, where the hygiene and safety norms are protected, including the adaptive environment for persons with special needs; The legitimate ownership on the area confirmed according to the rule established by the legislation or depending on the need there is a written agreement on its temporary use;
d) The program assessment by the participants provides feedback on human and material-technical resources, according to which the institution establishes the benchmarks and concerns about their improvement.
