Ongoing Process of Referencing and Self-Certification of the Georgian National Qualifications Framework with the European Qualifications Framework

Under the coordination of the Qualifications Development Department of the National Centre for Educational Quality Enhancement (NCEQE), a third quarterly meeting with international experts was held on October 1 of the current year within the framework of the project “Strengthening the Implementation Capacities for the Referencing and Self-Certification Processes of the Georgian National Qualifications Framework (GEOREF).”
The meeting aimed to inform international experts involved in the project about the progress made in the referencing and self-certification processes of the National Qualifications Framework (NQF), to obtain their feedback, and to plan subsequent activities.


During the meeting, the project team and the working group established for the implementation of the NQF referencing and self-certification processes received positive feedback from foreign experts regarding the “International Analysis Document for the Referencing and Self-Certification Reports of the National Qualifications Framework,” developed within the project’s scope. It was noted that this document represents the first precedent for researching best practices in referencing and self-certification reports within the international context and developing such an analytical document.
Participants reviewed the outcomes of the second peer-learning activity (PLA) focused on learning outcomes and discussed the recommendations presented during the meeting. Additionally, preparations were addressed for the third peer-learning activity, scheduled for February 2026, on the topic of “Validation of Non-Formal Education in the Context of Referencing with the EQF and Self-Certification with the QF-EHEA.”


The National Centre for Educational Quality Enhancement initiated this project to harmonize with the European Qualifications Frameworks, encompassing the referencing and self-certification of the Georgian National Qualifications Framework with the European meta-frameworks (EQF-LLL and QF-EHEA). The project aims to ensure the harmonization and alignment of the Georgian NQF with the European Qualifications Framework for Lifelong Learning (EQF-LLL) and the Qualifications Framework for the European Higher Education Area (QF-EHEA).


This process ensures the compatibility of qualifications in Georgia with the European Qualifications, thereby enhancing the international recognition of the Georgian education system.
