The Process of Referencing and Self-Certification of the Georgian National Qualifications Framework Against the European Qualifications Framework Continues

On December 7, 2025, organized by the Qualifications Development Department of the LEPL - National Center for Educational Quality Enhancement, the 7th meeting of the working group established for the implementation of the referencing and self-certification process of the National Qualifications Framework was held within the framework of the project: "Strengthening the Capacity for Referencing and Self-Certification of the Georgian National Qualifications Framework (GEOREF)."
During the meeting, participants reviewed the progress made in the development of the referencing and self-certification report and discussed the impact of ongoing and announced reforms within Georgia's higher and general education systems. The participants held an in-depth discussion regarding the influence of these systemic changes on the substantive content and structure of the report, ensuring that the document fully reflects the transformations occurring at the levels of general and higher education within the scope of current and planned reforms.
Within the framework of the meeting, the project team, with the participation of the Center's Qualifications Development Department, presented a presentation to the working group established for the implementation of the self-certification and referencing process of the National Qualifications Framework regarding the following developed documents:

•    "Challenges in Implementing Short-Cycle Qualifications and Opportunities for Their Development in the Georgian National Qualifications System" 
•     "Guide to Micro-Credentials," which was developed by the Center within the framework of the Erasmus+ grant-funded project — "Micro-credentials for Higher Education Systems of Georgia and Armenia: South Caucasus Lighthouse (Micro-GEAR)."
These documents will become important sources for reflecting information in the referencing and self-certification report regarding the implementation of short-cycle qualifications in the Georgian education system and small-credit programs in higher education.
The meeting also reviewed the outcomes of sessions held in October of the current year with representatives of general education institutions and the expanded stakeholder working group supporting the referencing and self-certification process of the Georgian National Qualifications Framework. These sessions were aimed at ensuring stakeholder engagement and raising awareness regarding the alignment of the National Qualifications Framework with European meta-frameworks. Furthermore, the participants discussed tentative dates for upcoming meetings.
The LEPL - National Center for Educational Quality Enhancement initiated this project for the purpose of harmonization with European qualifications frameworks, which entails the process of referencing and self-certifying the Georgian National Qualifications Framework against European meta-frameworks (EQF-LLL, QF-EHEA). The project aims to harmonize the Georgian National Qualifications Framework and establish its compatibility with the European Qualifications Framework for Lifelong Learning (EQF-LLL) and the Qualifications Framework of the European Higher Education Area (QF-EHEA).

This project ensures the enhancement of the international visibility of the Georgian education system and will facilitate the establishment of the compatibility of qualifications awarded in Georgia at the international level.
