The Referencing and Self-Certification Process of the Georgian National Qualifications Framework (NQF) against the European Qualifications Framework (EQF) Continues

25 March 2026

Within the framework of the project – "Strengthening Capacities for the Implementation of Referencing and Self-Certification Processes of the Georgian National Qualifications Framework (GEOREF)", the 8th meeting of the Working Group for the NQF Self-Certification and Referencing process was held on March 24, 2026. The meeting was organized by the Qualifications Development Department of the NCEQE and aimed to discuss the progress achieved in the development of the Referencing and Self-Certification Report, as well as the ongoing reforms within Georgia's higher and general education systems.

Participants discussed the impact of the amendments made to the Law of Georgia on Higher Education and the Law of Georgia on General Education on the national education system and educational programs. The discussion also focused on ensuring the comprehensive reflection of these changes in the Referencing and Self-Certification Report. At the conclusion of the Working Group meeting, deadlines for submitting the draft version of the Referencing Report were established, and further consultations with stakeholders were planned to ensure the maximum inclusivity of the process.

The National Center for Educational Quality Enhancement initiated this project with the goal of harmonizing the national framework with European qualifications frameworks. This involves the referencing and self-certification of the Georgian NQF against European meta-frameworks: the European Qualifications Framework for Lifelong Learning (EQF-LLL) and the Qualifications Framework of the European Higher Education Area (QF-EHEA).

The successful completion of this process will facilitate the simplified recognition of qualifications awarded in Georgia across EU member states, increase the mobility of students and labor resources, and enhance the employment prospects of graduates in the international labor market.
