National Center for Educational Quality Enhancement Participated in Council of Europe's Event on Refugee Qualification Recognition in Chișinău

21 May 2026

Council of Europe and the Ministry of Education and Research of the Republic of Moldova jointly organised an event in Chișinău on the topic "Supporting Refugees' Participation in Higher Education and Labour Market - European Qualifications Passport for Refugees (EQPR) as an International Instrument to Address National Challenges".

The event was organised under the Presidency of the Republic of Moldova of the Council of Europe and brought together over 100 representatives of public authorities, higher education institutions, ENIC-NARIC centres and other stakeholders.

Particular emphasis was placed on the challenges related to the recognition of refugees' qualifications, especially in cases where documentation is incomplete or entirely missing. The President of the Lisbon Recognition Convention Committee, the President of ENIC and a representative of UNHCR presented analyses of mechanisms supporting the integration of refugees in Europe.

The event included a dedicated session on the EQPR methodology, an instrument that enables refugees to access education and employment even in the absence of full documentation.

The qualifications of 29 candidates were assessed by credential evaluators from Georgia, Armenia, Italy, Latvia and Poland.
