The National Center for Educational Quality Enhancement fully implemented the Common Assessment Framework (CAF)

In 2025, the National Center for Educational Quality Enhancement fully implemented the Common Assessment Framework (CAF), the European model for organizational self-assessment.

 

The Common Assessment Framework (CAF) was developed by the member states of the European Union. This system was c`reated through the collaboration of the European Public Administration Network (EUPAN), the ministers responsible for public governance in the EU, and the European Institute of Public Administration (EIPA), specifically for public institutions, with the aim of improving quality management systems and increasing operational efficiency.

 

The Common Assessment Framework is a mechanism that helps organizations continuously improve their processes. Its main goal is to ensure the following: the system should be flexible, adapted to the organization’s needs, and consistently oriented toward improvement.

 

It supports public administrations to:

  1. Introduce the culture of excellence;
  2. Progressively implement PDCA (PLAN, DO, CHECK, ACT) logic;
  3. Carry out the self-assessment process in order to obtain a comprehensive organisation check;
  4. Come up with a diagnosis that shows the strengths and improvement areas helping the definiton of improvement actions.

 

Based on the self-assessment, an action plan was developed, which outlines the responsible structural departments, implementation deadlines, indicators, and evidence alongside the actions to be carried out.
