Within the framework of the project “Strengthening Capacities for Implementing the Referencing and Self-Certification Processes of the Georgian National Qualifications Framework (GEOREF),” meetings of the working group on the referencing and self-certification process of the National Qualifications Framework were held on 15-17 May 2026. The meetings were organized by the Qualifications Development Service of the National Center for Educational Quality Enhancement.
The working meetings were attended by members of the working group, the project team, and other stakeholders involved in the process. The primary objective of the meetings was to continue working on and further refine the draft Referencing and Self-Certification Report.
Within the framework of the meetings, participants discussed issues related to the comprehensive reflection of the amendments introduced to higher education legislation and the National Qualifications Framework in the Referencing and Self-Certification Report. In addition, the discussions addressed the Center’s participation in the meetings of the Bologna Process Thematic Peer Group on Qualifications Frameworks (TPG A on QF), as well as the recommendations and experience gained through this cooperation.
As part of the working process, the draft Referencing and Self-Certification Report was further elaborated, timelines for the submission of the working version of the report were agreed upon, and further consultations with relevant stakeholders were planned to ensure the effective and transparent implementation of the process.
The National Center for Educational Quality Enhancement launched the project with the aim of harmonizing the Georgian qualifications system with the European qualifications frameworks. The project envisages the implementation of the referencing and self-certification process of the Georgian National Qualifications Framework in relation to the European Qualifications Framework for Lifelong Learning (EQF-LLL) and the Qualifications Framework of the European Higher Education Area (QF-EHEA).
The successful completion of the process will contribute to facilitating the recognition of qualifications awarded in Georgia within the member states of the European Union, increasing the mobility of students and the workforce, and expanding graduates’ employment opportunities in the international labour market.
